Ty they are movingDifficult to say from the photo, but they're most likely springtails. They do no harm and are beneficial. Just overfill the dish and let them to be flushed to the substrate.
Then it's definitely springtails, so need to worry at all. They help keeping the mold away and won't survive very long in dry enclosure anyway. I have them occasionally in my water dishes as well.They are moving
